REQUEST FOR QUALIFICATIONS (RFQ)

General Contractor Services

Construction of the Hurricane Valley Fire Special Service District Fire Station

Issue Date: July 30, 2026

SOQ Due Date: August 13, 2026, at 3 p.m. (Mountain Time)

1. Introduction

The Hurricane Valley Fire Special Service District ("District") is requesting Statements of Qualifications (SOQ) from qualified and licensed General Contractors interested in providing construction services for a new fire station located within the District.

The purpose of this RFQ is to identify the most qualified contractor based on demonstrated experience, technical capability, financial stability, safety performance, and successful completion of similar public safety facilities.

The District will select the highest qualified firms based on their SOQs to proceed to the bidding phase of the project. Final selection of the General Contractor will be value-based, with heavy emphasis on the bid price. It is the intent of the District to enter into a stipulated sum contract and may opt to use the AIA A101 and A201 contract documents.

The District reserves the right to reject any or all submissions and to waive informalities in the procurement process.

2. Project Overview

The proposed project includes the construction of a new approximately 30,000-square-foot fire station and administrative headquarters situated on approximately four acres near the entrance to Sand Hollow State Park in Hurricane, Utah.

The project is anticipated to include:

Apparatus bays
Administrative offices
Living quarters
Training and conference rooms
Fitness facilities
Emergency power systems
Site improvements
Parking and circulation
Utility infrastructure
Landscaping

The estimated construction value is approximately $14–15.5 million.

Construction is anticipated to begin in the fall of 2026 following completion of design and permitting.

3. Scope of Services

The selected contractor will provide all labor, materials, equipment, supervision, and coordination necessary for successful completion of the project including:

Construction management
Scheduling
Cost control
Quality control
Site supervision
Coordination with design professionals
Safety management
Subcontractor management
Commissioning support
Warranty services
Closeout documentation

4. Minimum Qualifications

Respondents shall demonstrate:

Current Utah General Contractor License
Minimum ten (10) years of commercial construction experience
Successful completion of at least three (3) fire stations, public safety facilities, or comparable municipal projects within the last ten years
Experience constructing occupied public facilities
Bonding capacity sufficient for a project of this size
Ability to provide required insurance coverage
No unresolved litigation that would impact project performance

5. Statement of Qualifications Requirements

Responses shall include the following sections with a maximum of 12 pages total:

Note any experience with construction projects in the Southern Utah region, and in working with local subcontractors, unique soil conditions of the Sand Hollow and surrounding areas, and regional climate considerations

Describe your firm's approach to:

Quality management
Cost control including managing escalation, inflation, tariffs, and other project risks like change orders and communication with the owner and design team
Schedule management

Public agency coordination

Maintaining safety throughout construction

6. Evaluation Criteria

Statements of Qualifications will be evaluated using the following criteria:

Public Hearing for Local Building Authority of Hurricane Valley Fire

NOTICE OF PUBLIC HEARING AND BONDS TO BE ISSUED

TIME, PLACE AND LOCATION OF PUBLIC HEARING

The Authority shall hold a public hearing on July 9, 2026, at the hour of 6:00 p.m. The location of the public hearing is at the Fire Station #46/64, 56 North Coral Canyon Boulevard, Hurricane, Utah. The purpose of the hearing is to receive input from the public with respect to: (a) the proposed Bonds, and (b) any potential economic impact that the improvements, facility or property financed in whole or in part with the proceeds of the Bonds may have on the private sector. All members of the public are invited to attend and participate.

PURPOSE FOR ISSUING BONDS

The Authority intends to issue the Bonds to provide funds to (a) finance all or a portion of the construction of one or more fire stations within the District, and all related improvements (the “Series 2026 Project”); (b) fund any required debt service reserve fund; and (c) pay costs associated with the issuance of the Bonds.

PARAMETERS OF THE BONDS

The Authority intends to issue the Bonds in a principal amount of not to exceed Twenty-Two Million Dollars ($22,000,000), to bear interest at a rate or rates of not to exceed six percent (6.00%) per annum, to mature in not more than twenty-six (26) years from their date or dates, and to be sold at a price not less than ninety-eight percent (98%) of the total principal amount thereof, plus accrued interest, if any, to the date of delivery of the Bonds.

The Bonds are to be issued and sold by the Authority pursuant to the Resolution, including as attachments to said Resolution a form of the General Indenture of Trust and First Supplemental Indenture of Trust (collectively, the “Indenture”) and a form of a Master Lease Agreement (the “Lease”), which were before the Board at the time of the adoption of the Resolution. The Indenture and the Lease are to be executed by the Authority and/or the District with such terms and provisions and any changes thereto as authorized by the Resolution.

SECURITY FOR THE BONDS

The Bonds are payable solely from the rents, revenues and other income received by the Authority from the leasing of the Series 2026 Project to the District on an annually renewable basis (the “Lease Revenues”).

OUTSTANDING BONDS SECURED BY LEASE REVENUES

The Authority currently has no bonds outstanding secured by Lease Revenues.

OTHER OUTSTANDING BONDS OF THE AUTHORITY

Information regarding all of the Authority’s outstanding bonds may be found in the District’s audited financial report (the “Financial Report”) at https://reporting.auditor.utah.gov/searchreports/s/. For additional information, including any more recent than as of the date of the Financial Report please contact Melinda Falaniko, District Clerk at (435) 635-9562.

TOTAL ESTIMATED COST

Based on an estimate of the current interest rate and financing plan, the estimated total debt service cost of the Bonds, if held until maturity, is $43,987,000.

A copy of the Resolution and the forms of Indenture and the Lease are on file in the District offices, located at 202 E. State St, Hurricane, Utah, where they may be examined during regular business hours from 7:00a.m. to 6:00 p.m., Monday through Thursday, for a period of at least thirty (30) days from and after the last date of posting of this notice.

NOTICE IS FURTHER GIVEN that a period of thirty (30) days from and after the date of the posting of this notice is provided by law during which (i) any person in interest shall have the right to contest the legality of the Resolution, the Indenture, the Lease, or the Bonds, or any provision made for the security and payment of the Bonds, and after such time, no one shall have any cause of action to contest the regularity, formality or legality thereof for any cause whatsoever, and (ii) active voters (as defined in Section 20A-1-102 of the Utah Code) within the District may sign a written petition requesting an election to authorize the issuance of the Bonds. If written petitions which have been signed by at least twenty percent (20%) of the active voters of the District are filed with the Authority during said 30-day period, the Authority shall be required to hold an election to obtain voter authorization prior to the issuance of the Bonds. If fewer than twenty percent (20%) of the active voters of the District file a written petition during said 30-day period, the Authority may proceed to issue the Bonds without an election.

Public Hearing for Local Building Authority of Hurricane Valley Fire

NOTICE OF INTENT TO ISSUE A LEASE REVENUE BOND
AND PUBLIC HEARING

PUBLIC NOTICE IS HEREBY GIVEN pursuant to the provisions of the Local Building Authority Act, Title 17D, Chapter 2, Utah Code Annotated 1953, as amended, and the Local Government Bonding Act, Title 11, Chapter 14, Utah Code, as amended (together, the “Act”), that the Governing Board (the “Board”) of the Local Building Authority of Hurricane Valley Fire Special Service District, Utah (the “Authority”) intends to issue its Lease Revenue Bonds, Series 2026 (the “Series 2026 Bonds”) and will hold a public hearing to provide members of the public desiring to be heard an opportunity to present testimony on the proposed issuance of the Series 2026 Bonds in accordance with Sections 11-14-103 and 17D-2-501 of the Utah Code Annotated 1953, as amended. Said public hearing will be held on July 9, 2026, at 6:00 p.m., at Fire Station #46/64, 56 North Coral Canyon Boulevard, in Hurricane, Utah. The purpose of the Series 2026 Bonds is to provide funds to (a) finance all or a portion of the construction of one or more fire stations within the District, and all related improvements (the “Series 2026 Project”); (b) fund any required debt service reserve fund; and (c) pay costs associated with the issuance of the Series 2026 Bonds. The length of term of the Series 2026 Bonds shall not exceed 26 years. The average annual amount that the Authority will be required to pay in principal and interest on the Series 2026 Bonds is $1,482,325. The intended lessee of the facility to be constructed using proceeds from the Series 2026 Bonds is Hurricane Valley Fire Special Service District, Utah (the “District”) and the expected annual amount of lease payments that the District will pay is $1,482,325. The Authority anticipates taking action on the proposal to issue the Series 2026 Bonds directly following the public hearing at the same meeting listed above.

Public Hearing for Emergency Services Sales Tax

Notice is hereby given that on Monday November 3, 2025, at 6:00 pm in Station 46 Training room located at 56 N Coral Canyon Blvd in Hurricane Utah, the Hurricane Valley Fire Special Service District Board will hold a public hearing to provide information and receive public comment on the authorization of the Emergency Services Sales Tax at a rate of .33%. The imposition of this tax will include all of the area covered by Hurricane Valley Fire Special Service District (Hurricane, LaVerkin, Toquerville, Leeds, Virgin, Rockville, and Springdale) At the time and place set forth above, all interested persons who desire to make public comment and be heard at the public hearing need to submit their comments and request in writing, emailed to info [at] hvfssd.org (info[at]hvfssd[dot]org) by noon on the day of the meeting.
